Directive 8470.01E Approved: Secretary of Navy to Act as Executive Agent

DoD ESI is an official DoD initiative sponsored by the DoD Chief Information Officer (CIO) to lead in the establishment and management of enterprise COTS IT agreements, assets, and policies. DoD ESI lowers the total cost of ownership across the DoD, Coast Guard and Intelligence Communities for commercial software, IT hardware, and services..

DOD Directive 8470.01E, approved by the Deputy Secretary of Defense and went into effect 6 September 2018, announced that the Secretary of the Navy would serve as the DoD Executive Agent (EA) for commercial software product management of Core Enterprise Technology Agreements (CETAs) designated by the Defense Business Council (DBC) in support of Information Technology Category Management (ITCM) and the DoD Enterprise Software Initiative, in accordance with DoD Directive 5101.1. It also establishes policy and assigns responsibilities for the execution of ESI CETA Agreements. Core Agreements consist of those agreements that are in highest demand.

The nomination and transition from existing ordering agreements into CETAs is an ongoing process. Therefore, until the process is complete for each respective agreement, customers should continue to order in accordance with DoD DFARS 208.74 via current ESI agreements. Category management is an effective business practice for reducing duplication in contracting, better leveraging the government's buying power, and promoting the use of best in class solutions government-wide. Historically, the vast majority of common agency needs—such as for information technology, professional services, medical supplies, human capital, security and protection, and transportation and logistics—have been acquired in a disaggregated manner resulting in a sub-optimization of the Government's buying power and diminished Federal Government's market profile. Category management provides a pathway for agencies to move away from managing purchases and prices individually across thousands of procurement units and towards managing entire categories of common spend with collaborative decision-making. As a result, institutionalizing category management as the principal way in which all Executive Branch agencies acquire and manage the roughly $270B in annual spending on common goods and services will help taxpayers realize better value from their acquisition investments in every day needs and, equally important, allow contracting offices to give greater attention to their agency's mission critical acquisitions.

Congress needs timely insights into interactions taking place between contracting officers, small and large prime contractors, agency program managers and the office of small business programs.
