The Late Murray J. Schooner

  1. Murray was the former Director of Procurement and Socioeconomic Business Development for Unisys Corporation for 27 years, a job he retired on May 31, 2006.  He was involved in the corporate small business programs, and in small and minority business legislation since 1979.

  2. He graduated from Boston University with a degree in Business Administration in 1958, and served 21 years as a Regular Army Infantry Officer, retiring as a Lieutenant Colonel. He also served in combat in Vietnam earning the Bronze Star, The Air Medal, The Vietnamese Cross of Gallantry, and  The Combat Infantry mans Badge.

  3. Murray earned his Masters Degree in “Procurement and Contracting” from George Washington University in 1974.

  4. Murray’s distinguished career included having been Chairman of the Metropolitan Washington Minority Purchasing Council and Vice President of the Maryland DC Minority Purchasing Council.  He was on the Board of Directors of the National Minority Supplier Development Council (NMSDC),, the Board of the Virginia Regional Minority Supplier Development Council (VRMSDC), and the Board of Diversity Information Resources.   He served for more than 15 years as the National Co-Chairman of TRIAD, the Small Business Advisory Panel to Industry and the Federal Government.

  5. For  the last 30 years, Murray served on numerous panels and conferences, speaking on socioeconomic subcontracting issues,  advising small, small disadvantaged, women-owned , HubZone, and Veteran-Owned businesses how to do business with the U.S. Government and with prime contractors.  He has been a guest lecturer on Small Business Subcontracting Procedures at The American University,, the Howard University Law School, the Defense Systems Management College, and a professorial lecturer at The American University’s School of Public Affairs.

  6. Murray was an Assistant Professor of Military Science at Altoona Campus of the Pennsylvania State University, where he was elected President of the Student Faculty Senate. He remains a thirty-five year member of the National Contract Management Association (NCMA), and the Armed Forces Communications, and Electronics Association (AFCEA).  He has served on the Small Business Committee of NCMA. Murray currently serves on the International Small Business Committee of AFCEA.

  7. A longstanding member of the Procurement Planning Committee and the Contract Management Subcommittee of the National Defense Industrial Association, (NDIA), serving as the National Association’s expert on Small Business.

  8. Murray was a member of DOD’s Mentor Protégé Round Table and  NASA’s  Prime Contractor Round Table, and was selected as a NCMA Fellow in July 1992, along with his son, Steven Schooner, now a Law Professor in Procurement and Contracting at the George Washington University.

  9. Unisys Small Business Program was singled out by the Department of the Treasury as “Corporate Partner of the Year,” “National Corporation of the Year” by the Virginia Regional Minority Supplier Development Council, & SBA’s “Corporation of the Year.”  Mr. Schooner received NASA’s “Commitment to Excellence Award” in 1995 and Unisys received it in 1996.

  10. In 1998, Mr. Schooner received the “MBE Advocate of the Year” Award from the Virginia Regional Minority Supplier Development Council, and the “Parren  J. Mitchell Small Business Advocate of the Year Award” from the Department of Defense Regional Council for Small Business Education and Advocacy.

  11. The National Defense Industry Association (NDIA) named Mr. Schooner as recipient of the Howard Cork Memorial Award in 1999.  ”...in grateful recognition of important contributions to Government and Industry in the field of Defense Procurement.”

  12. In 2000, recognized, by Minority Business News, in its “Best of the Decade” publication, for….“People that have made significant contributions to our country and the lives of those in the heretofore historically underutilized minority business community.”  Mr. Schooner was given the 2002 ”Commitment To Excellence Award“ from NASA for ”Industry Advocate of The Year.”

  13. For the years 2000-2004, Unisys was voted, by a national popular poll, one of the top 50 companies in the nation for helping minority businesses, in competition with the giants of the top 500 corporations. Mr. Schooner is often referred to, within Government and Industry as “The  Godfather of Small Business.”

  14. On September 24, 2004, the Asian American Business Roundtable (AABR) presented Murray with a “Lifelong Achievement Award,” for contributions made in support of minority business. The  award was presented by Norman Mineta, The Secretary of Transportation. In May 2006, Murray was on the cover of Veterans Business Journal, representing Unisys, as one of the 10 Best Corporations for Veteran-Owned Businesses.

  15. Murray is an advocate for Vetrepeneur Magazine: the official magazine of NaVOBA, the National Veteran Owned Business Association. Vetrepeneur is the only magazine dedicated to assisting Veteran and Service Disabled Veteran Owned Businesses. The parent company, Victory Media, is a Service Disabled Veteran Owned Small Business.

  16. He is currently Vice President of Fedmine.US, an innovative, affordable online business intelligence tool for the federal marketplace.

Murray was very dear and special, unfortunately he left this world on Sunday, February 28, 2010.

He helped create this Advisory Board. I will ever remain grateful to him and will miss him very much.
